A Federal High Court in Kano, presided over by Justice Abdullahi Liman, has restrained the Kano State Government from borrowing N10 billion for the installation of Closed-Circuit Television (CCTV) cameras.

Justice Liman gave the order after Kano First Forum (KFF), filed a motion exparte dated June 27, and sworn to by the Director-General of the Association, Dr Yusuf Isyaka-Rabiu.

The State House of Assembly had on June 15 approved a request by  Kano State Governor, Abdullahi Ganduje to access N10 billion from Access Bank to facilitate the purchase of the CCTVs.

The group through its lawyer, Barr. Badamasi Suleiman-Gandu, had asked the court to restrain Governor Ganduje from taking a N10 billion loan on grounds of non-compliance with rules and regulations governing loan transactions.

In the lawsuit which has the Governo; the Attorney General of Kano State; the Commissioner of Finance, Kano; and the Speaker, Kano State House of Assembly as respondents, the group also accused the state government of not complying with the Department Management Office Establishment Act 2003, Fiscal Responsibility Act 2007 and Laws of Kano State 1968.

Other respondents in the suit are Access Bank, the Federal Ministry of Finance, Debt Management Office and Fiscal Responsibility Commission.

Asides restraining the state government from borrowing the money, Justice Liman also ordered the plaintiff to serve the Federal Ministry of Finance, Debt Management Office and Fiscal Responsibility Commission with the order and originating summons.

The adjourned date would be later communicated to both parties in the suit.
